URGENT! We have a kerosene heater?

Today it stopped working because my mom let the kerosene levels get too low. She ordered it and the guy put it in outside and then we waited for an hour or so. My mom turned on the heater but it didn’t turn on, and she and her boyfriend have been messing around with it for a while. The whole house smells which I’m sure can’t be safe, but opening the windows to air our the place isn’t exactly convenient, as it’s less than 60 degrees in here and less than 10 outside. We have pets. If it gets any colder in here they’re going to die. So, more organized:
How do we fix the heater so that it works and is safe?
Should I air out of the house or leave it be?
Luckily my brother’s friend works in that industry. If we had done what you guys suggested-well-let me put it this way: Our heater was a ticking bomb. I live in the states, but that heater was there for about 34 years. Kerosene heaters were probably made illegal after that. Once again, there is no best answer here: if we had followed your advice, we would not have a house right now.
