I am 31 weeks pregnant, should I be worried about the fumes? I am 2 stories away from the heater, so I get some ventilation, I just am curious if it is harmful for me to breath it in?

Kerosene fumes are bad for anyone - More so if you are pregnant.
Also, fumes, like smoke, rise. So being above it isn’t such a good thing either.

Kerosene heaters in general are pretty safe. Always make sure you have plenty of ventilation when it’s on, regardless if you’re pregnant or not.
