How cold is too cold for a heat pump to be efficent and you need to just turn on the strip heaters?

In other words, after it gets so cold outside, the running of the outside compressor unit is not worth the electricity needed to run the unit. That energy would be of better use running the strip heaters. I know the strips will kick in if needed.
